The Timneh is the Congo (and Cameroon's) smaller cousin. Physically, they are about 15-20% smaller, and their tails are maroon to brown. Also, their feathers are generally darker than those of the African Grey Congo.
We have found the Timneh to have the same ability to speak as the Congo, and they are generally more sociable. That is, all else being equal, a Timneh will generally go to more people than a Congo.
Like the Congo, the Timneh normaly gets along great with either dogs or cats (keep in mind common sense and the fact that cat saliva is toxic to birds). We hear many stories of Timneh greys that call the family dog over in the masters voice, only to tell the dog to go away when they come running!
We place many more Congo Greys than Timnehs, but those who forgo the bright tail for a smaller, cuter bird never regret it.
